By using the Golgi method for staining neurons, it was possible for scientists like Scheibel to show that the cells of the brainstem received information from all over the body.  Some projected to the eye movement centers while some projected to the cortex and still others to the spinal cord.  The brain stem is thus the "command center" for the brain's neurons.
